Plush pillows look like the simplest thing a factory makes — two panels and some stuffing. They're not. The “squish” that sells a marshmallow pillow is an engineered combination of fill and fabric; the decoration choice decides whether your art looks vivid or flat; and the compliance question hides a trap that catches even experienced buyers. Plush toy vs plush pillow: what you're actually making

There's a spectrum here: a simple pillow (two panels, knife- or box-edge), a throw-pillow plush, a shaped / character pillow (many darted, gusseted panels building a 3D form), and the pillow-plush hybrid. A throw pillow↗ is a decorative soft furnishing; a plush toy is built for play. Where your product sits on that spectrum — and how you market it — decides both its cost and, as we'll see, which safety rules apply to it.

Fill options & the science of “squish”

The famous marshmallow feel isn't a secret material — it's a mechanism. The original Squishmallows↗ pair a stretchy spandex shell with a soft polyester cluster fiberfill; the stretch lets the lofty fill bulge and spring back. Densely packed standard fill feels firm — the squish comes from soft, high-loft fill that's lightly packed inside a low-friction, stretchy shell. Your fill choice is the single biggest driver of feel:

Fabric & shell choices

The shell sets both the hand-feel and which decoration you can use:

• Super-soft minky / velboa — the most common plush-pillow face; plush hand, takes embroidery and appliqué well, but not ideal for photographic all-over print.
• Velvet — a premium, tactile option.
• Brushed / smooth polyester & spandex blends — required for dye-sublimation↗, which gives vivid, edge-to-edge, all-over print. Sublimation bonds only to polyester↗ and polymer-coated fabrics — it cannot permanently dye cotton or linen.

Construction & sizing: from simple pillow to shaped character

Panel count drives cost. A two-panel knife-edge pillow is cheap; a darted, gusseted character pillow needs many cut pieces and far more labor. Common sizes:

MOQ, cost, sampling & shipping weight

One cost driver people miss: fiberfill pillows are light but bulky, so freight is billed on dimensional (volumetric) weight, not actual weight. Big squish pillows ship compressed or vacuum-bagged to cut volume; memory and shredded foam add real weight instead.

Compliance: is it a toy or a furnishing? (the question that changes everything)

Here's the trap. The sameplush pillow is regulated differently depending on how it's marketed and to whom:

• Marketed to children (a kids' character, a child's bedroom) → it's a toy: US CPSIA + ASTM F963↗ (third-party testing + a CPC), EU EN 71 + CE.
• Marketed as adult home décor → it's a textile furnishing, so toy testing generally doesn't apply.

And the myth worth correcting: US federal mattress flammability rules (16 CFR 1632/1633) explicitly exclude pillows— the regulatory definition of “mattress” leaves them out, and CPSC's own guidance says standalone decorative throw pillows are outside that scope. California TB117 is for upholstered seating, not a standalone decorative pillow. The real exception is the UK, whose Furniture & Furnishings (Fire Safety) Regulations cancover cushion-type furnishings. Bottom line: the toy-vs-furnishing line is set by your marketing and age grading, not the product's shape — so confirm requirements with an accredited lab for each destination market.
